You cant categorize an issue properly without sending you to community, wowhead, or questioning system files.
I recently had to change my router for an unrelated issue and after installing a new router, I can now install any blizzard download file fine. No longer getting stuck at "downloading new files", it appears my router was blocking the connection. Hope this helps any of you who are still dealing with this issue.
